Quotas belong to nations

November 2026, Doha. You finish second at the World Championship and an LA28 quota place is announced in your name on the results screen. Your coach hugs you. Your federation posts a photo.

Think first: Who does that quota place belong to?

  • You. You won it.
  • Your National Olympic Committee (NOC)
  • The ISSF, until the Games begin

How many places are there?

LA28 shooting has 340 athletes, 170 men and 170 women. Of those, 316 places are won in competition, 12 go to the host nation and 12 are universality places. In 10 m air pistol there are 29 places per sex. They come from several routes.

Think first: Of the 29 air pistol places per sex, how many do you think come from continental qualification (Asia, Europe, the Americas, Africa, Oceania)?

The 29 places per sex in LA28 10 m air pistol. Tap a route for details, or switch to see who owns each place.

The continental routes make the Olympic field more global than a world ranking would. A shooter from a continent with fewer strong nations can qualify with a lower score than a shooter from a crowded one. The other three routes are small: one host place for the USA, one universality place and one Olympic Ranking place.

The four limits

Four rules shape who ends up with places. The first three spread places across nations and athletes; the fourth sets a floor on quality.

  • Max 2 per NOC per event. A nation can never have more than two men or two women in air pistol.
  • One quota per athlete. Once you have won a place, you cannot win a second one.
  • One per NOC per event at any one World Championship. At other qualifying events a nation can win up to two.
  • The quota-winning result must itself reach the MQS (565 men, 560 women).

Think first: At Doha, your nation’s two shooters finish 1st and 2nd among the athletes eligible for places. Your nation had no places before. How many places does your nation leave Doha with?

  • Two
  • One
  • None, until the continental event

Think first: You won a place for your NOC at Doha. Six months later you win a World Cup that awards a quota place. What does your win add?

  • A second place for your nation
  • No second quota: an athlete can earn only one. You still get the medal and ranking points.
  • Your NOC may choose to turn it into a women’s place

Combine the limits and you can see a nation’s maximum: two places in men’s air pistol and two in women’s, won by four different athletes, never more than one per event at the same World Championship.

Places for nations, places for people

Two of the 29 places work differently. The Olympic Ranking place and the universality place go to a named athlete, not to the NOC. Switch the figure above to “Who owns the place” and you will see 27 NOC places and 2 personal ones.

Final version published 19 Jun 2026. Places are allocated to NOCs except the Olympic Ranking and universality places, which go to named athletes. NOCs may enter at most 12 men and 12 women in shooting overall.

How an NOC turns its places into named Olympians is the next lesson: From quota to Olympian. First, the score every Olympian needs: Minimum Qualification Score.

  • Quota places belong to the NOC, not the athlete who won them. Exceptions: the Olympic Ranking and universality places go to named athletes.
  • 29 places per sex in 10 m air pistol. 16 come from continental routes, 10 from World Championships and World Cups, 3 from other routes.
  • Max 2 per NOC per event. One quota per athlete. Max 1 per NOC per event at any one World Championship.
  • The result that wins a place must itself reach the MQS: 565 men, 560 women.
